As a supporting organisation and force multiplier, the NATURE CONSERVATION VOLUNTEER FIELD RANGER RESERVE FORCE of the Republic of South Africa will be consisting of volunteer members that acts as VOLUNTEER FIELD RANGER RESERVE FORCE members (Field Ranger Reservists).


The NATURE CONSERVATION VOLUNTEER FIELD RANGER RESERVE FORCE of the Republic of South Africa  is registered with the relevant South African authorities as a NPC.

Die Nature Conservation Volunteer Field Ranger Reserve Force (Natuurbewaring Vrywilliger Veldwagter Reserviste Korps/Eenheid) is deur drie persone gestig om in hul vrye tyd opleiding aan te bied aan vrywilligers wat 'n bydrae wil lewer tot natuurbewaring en proteksionisme.

Inleiding


Een van die kenmerke van die vorige eeu was die totstandkoming van verskeie natuurbewaringsorganisasies regoor die wêreld, insluitend Suidelike Afrika.

Hierdie organisasies se ontstaan was as gevolg van 'n groeiende besorgdheid van individue, nie-regeringsgroeperinge, korporatiewe entiteite en regeringsinstellings oor die stroping van wild, kleinerwordende habitatte van plante en diere, korrupsie en misbruik van mag tot voordeel van die smokkelary van diere-en-plantprodukte deur regeringsamptenare en hul meelopers, swak instandhouding van natuurbewaringinfrastruktuur en twyfelagtige toegewydheid van personeellede wat op kaderbasis aangestel is.

In die 21ste eeu het die stroping van renosters en leeus onder andere ongelooflike afmetings aangeneem wat tot die totstandkoming van kolleges en akademiese instansies gelei het wat veldwagters opgelei het om letterlik oorlog te gaan voer met stropers in bewaringsareas.

Die toegewyde tradisionele veldwagter se aandag was nou gefokus op die neem van DNA monsters, teenstropingspatrollies, padblokkades, voorkoming van brandstigting, verwydering van strikke, onwettige betreding, onthoring van renosters, opvolg en spoorsny vanaf 'n renosterstroop-misdaadtoneel en gewapende konfrontering van wildstroperinsurgente.

Die klem op die behoud van diere en ander spesies deur veldwagters het nou gevorder tot die toegewyde bewaring (proteksionisme) daarvan, asook dié van plante soos broodbome, orgidee habitatte, biome, organismes, ensovoorts.

Die dag-tot-dag take en ontwikkeling van tegnieke vir omgewingsbestuur van die "moderne" veldwagter het verdubbel en meer gekompliseerd geraak, derhalwe die bystandsverlening deur natuurbewaringsorganisasies soos dié van die Nature Conservation Volunteer Field Ranger Reserve Force (NCVFRRF).


 Die betrokkenheid van bewaringsinisiatiewe, soos dié van die Veldwagter Reserviste Mag, help verlig die permanent aangestelde veldwagter en nasionale parkebestuur se werkslas. Vandag is natuurbewaringsorganisasies, soos die NCVFRRF, gemoeid met die beskerming en behoud van plantegroei en dierelewe, grond, lug, water en die verantwoordelike benutting van die omgewing in sy geheel, tot voordeel van die omliggende gemeenskap; met die volhoubare gebruik en mininmum skending van die natuurlike omgewing, in ag genome plaaslike gemeenskapsopheffing en hul betrokkenheid, soos vereis deur nuwe politieke denkrigtings.

Dit is slegs deur die gesamentlike pogings van hierdie en ander organisasies dat natuurreservate en nasionale parke sulke hoë standaarde handhaaf en selfs wêreldbekendheid verwerf het.


Reservisveldwagters se take en werksomstandighede


Een van die veldwagterreserviste se belangrikste take is om toe te sien dat die wette wat van toepassing is op die beskerming van die natuurlewe in 'n reservaat, streng toegepas word en dat oortreders vervolg word, indien nodig. Dit is net so geldig en van toepassing op wildlewe buite hierdie grense.

'n Ander hooftaak van 'n veldwagterreservis is om te sorg dat ekologiese vlakke van 'n omgewing sonder haakplek funksioneer. Enige wanbalanse in die natuurlike omgewing soos oorbeweiding, uitheemse bos indringing, die toestand veroorsaak soos die verwydering van riviersand vir boudoeleindes en ontbossing en houtstropery moet aangemeld word, deeglik ondersoek word en teenmaatreëls en die Suid Afrikaanse Polisie Diens se betrokkenheid ingestel word.

Andersins kan reservisveldwagters ook gemoeid wees met die maak van brandpaaie en padinstandhoudingswerk. Daar moet streng by spesifieke brandprogramme van die verskillende brandblokke gehou word.

Wildheinings moet geinspekteer en herstel word, so ook waterpompe en diensvoertuie, waterpunte moet besoek en geinspekteer word, en selfs gebouinstandhoudingswerk moet onderneem word.

Omdat 'n veldwagtersreservis baie in die buitelug werk sal hy gereeld in aanraking kom met lede van die publiek en moet sorg dat die publiek nie vyandig of opstandig raak wanneer hulle berispe word oor oortredings soos die voer of terg van diere, rommelstrooi, vinnig ry op paaie of gebruik maak van paaie wat nie toeganklik vir toeriste of lede van die publiek is nie, ensovoorts.

Vanweë die uiteenlopende aard van die reservisveldwagter se pligte en noue skakeling met ander natuurbewaringsbeamptes en werkers, die Suid Afrikaanse Polisie Diens en ander instansies se weknemers, moet daar goed oor die weg gekom word met hierdie mense oor die algemeen en oor die rasse en kultuurgroeperinge heen. Om 'n tweede of derde taal magtig te wees en kultuur-en-tradisie sensitief te wees is altyd tot 'n lid se voordeel.

Daar is altyd 'n element van gevaar by die veldwagtersreservis se werk betrokke, veral wanneer daar met wilde diere gewerk word, of gewerk word in die omgewing waar leeus, olifante, buffels of seekoeie voorkom. Dan natuurlik is die gevaarelement ook daar tydens die voorlê en arrestasie van wildstropers.

Bedrewenheid in die hantering en gebruik van kano's, motorfietse of selfs perde is tot voordeel van die lid. Lede moet fiks genoeg wees om gereeld per voet patrollies te loop en kan verwag  om selfs moontlike reise in ligte vliegtuie of helikopters mee te maak. Die wat nie kan of wil nie, kan met ander take belas word.






Opleiding: modulêr en in 'n korrespondensie kursus


Vir die persone wat belangstel word teoretiese opleiding in die vorm van modulêre werkstukopdragte aangebied. Daar is geen tydsduur beperking aan verbonde nie, studente moet na gelang van hul eie tydsvereistes werksopdragte se voltooing aanpas.

Modules word opgedeel in vlakke van vaardigheidsvereistes en algemene kennis. Verkryging van kennis en inligting moet bekom word deur navorsing oor die internet, biblioteekbesoeke, lees van tydskrifte, bestudering van opleidingshandboeke en onderhoude met veldwagters en polisie offisiere, ensovoorts.

Teoretiese opleiding moet aangevul word met praktiese ondervinding opgedoen by wildreservate, nasionale parke asook bywoning van kampe gereël vir daardie doeleindes. Kampe se tydsduur en ligging sal met tyd aangekondig word.

Studente moet vir hulself 'n Bewys van Opleiding Lêer skep en in 'n dagboek tred hou oor hul aktiwiteite en ondervinding opgedoen.

Voltooide werkstukopdragte, in eie handskrif en voldoening aan vereistes, moet met 'n selfgeaddresseerd en gefrankeerde koevert gepos word na die aangeduide posadres toe.


Modules sluit onder andere in: hoe om 'n beëdigde verklaring op te stel, elemente van 'n misdaad, strafsaakmonitering, soogdier-,boom-,gras-,insek-,reptiel- an ander spesies identifisering, spoor-identifisering en spoorsny, kaartlees, sterrekunde, provinsiale en nasionale biodiversiteitswette en regulasies, arrestasiemagte, patrollie formasies en doelwitte, natuurerfenis, kulturele tradisies met oes van plant-, boom- en dierspesies, algemene inligting soos voorkoms en habitat van elke spesie, giftige plante, uitroei van indringerplante, die estetiese-, ontspannings-, ekonomiese- en toeriste waarde van natuurbewaring, oprig en onderhoud van wildsheinings, gronderosie, opspoor en verwydering van strikke, merk van wild, gebou- en gebiedsonderhoud van parke-, wildspase- en reservate, identifisering en afhandeling van projekte, algemene vrae en studies  verwant met natuurbewaring, die Groen Skerpioene en veldwagter reserviste se moontlike betrokkenheid met NEMA, die munisipaliteite en Suid Afrikaanse Polisie Diens, natuurbewaringsgeskiedenis, ken-jou-nasionale parke, bou van uilhokke, vanghokke, waterhulpmiddels en ander diere stresverligtingshulpmiddels, herwinning van rommel, rivieroewer patrollies, verwydering van kieu-nette, beskerming van varswatervislewe, visspesie identifisering, ekonomiese waarde van ontspanningshengel, permit inspeksies (om misbruik te voorkom), bystand met padblokkades (dier en plant smokkel beheer), radiospraak en -gebruik, toegangsbeheer by nasionale parke, betrokkenheid van nasionale en internasionale natuurbewaringsinstansies en organisasies; hul doelwitte, missie en visie, dieregedrag, algemene kennis: oorsprong en geskiedenis van wapensoorte en kalibers, wapenbeheerregulasies, die Wet op Vuurwapenbeheer, Wet 60 van 2000, veilige gebruik en hantering van alle tipe wapens, skietbaanreëls, selfbeskerming, sukses in die jagveld, oorlewing, wateroriëntering, marine bewaring, bedreigde spesies bewaring, ensovoorts.


Sekere modules is verpligtend om afgehandel te word voor die uitreik van 'n aanstellingsertifikaat na attestasie en uitreik van werks- en amptelike uniforms. Daar is verskeie modules wat daarna gekies kan word om 'n in 'n rigting te spesialiseer, byvoorbeeld marine bewaring of toepassing van provinsiale reëls en regulasies by hengeloewers.


Hierdie modulêre kennisselfverryking met omvangryke beskikbare inligting is verniet op die webwerwe en ander inligtingsbronne beskikbaar. Vaardigheidssertifikate met 'n verslag word uitgereik na suksesvolle afhandeling van werkstukopdragte en praktiese evaluering, ge-evalueer teen ons eie kriteria. Aansluitingsfooi is R80 vir studente en lidmaatskap vir per jaar dieselfde. Gewone lidmaatskapfooi is R180 per jaar. 'n Merk-van-werkstukfooi, selfgeadresserde koevert en eie uniform is al ander uitgawes wat deur die kandidaat veldwagtersreservis met NCVFRRF aangegaan sal word.


Kennis is verniet en nie 'n geheim of verborge nie. Kennis is opspoorbaar, verkrygbaar en lewensverrykend. Dit hoef nie ten duurste in pakketvorm verkoop te word in eenheidsstandaard, sertifikaat, diploma of graadverband nie. Al vereiste aan 'n student van die NCVFFRF is duidelike erkenning van die verkrygingsbron van sy of haar inligting met die opstel van werkstukopdragte.


Aard van 'n reservisveldwagter se werk.


Natuurbewaringsbeamptes in diens van die Nasionale Parkeraad staan bekend as veldwagters. 'n Veldwagterbeampte in diens van die Nasionale Parkeraad voer sy pligte binne die grense van 'n natuur- of wildreservaat uit.

Provinsiale en nasionale natuurbewaringsdepartemente se beamptes staan bekend as Natuurbewaringsbeamptes.

Verskillende provinsiale natuurbewaringswette maak voorsiening vir die aanstel van Ere-veldwagters, die NEMA wetgewing vir die aanstel van persone om met die voorkoming of hantering van ekologiese misdaad bystand te verleen en die Suid Afrikaanse Polisie Diens se Reserviste Mag en  Gemeenskapspolisiëringsforums kan ook genader word.

'n Reservisveldwagter kan in enige van hierdie hoedanighede funksioneer, binne en buite die grense van wild- en natuurreservate.


Beroepsmoontlikhede


Indiensmoontlikhede as veldwagter by die Nasionale Parkeraad is uiters beperk, omdat daar enersyds slegs 'n beperkte aantal goedgekeurde poste in dié rigting bestaan en andersyds omdat dit 'n baie gesogte beroepsveld is, wat tot dusver slegs vir 'n klein groepie baie lojale en pligsgetroue  persone beskore is.

In die provinsiale natuurbewaringsdepartemente ontstaan ook selde vakante poste. Dit is baie moeilik om in een van hierdie vakante poste aangestel te word en slegs persone met die korrekte kwalifikasies en ondervinding word aangestel.

Intussen is daar vir die toegewyde natuurentoesias, lede van ander natuurbewaringsorganisasies en aspirant veldwagters die geleentheid om by die Nature Conservation Volunteer Field Ranger Reserve Force aan te sluit en ondervinding op te doen en 'n bydrae te lewer.


Uit bogenoemde saamgestelde leestuk blyk dit duidelik dat 'n reservisveldwagter 'n baie veelsydige persoon gaan wees, en nie soos algemeen gedink word, 'n held met 'n rewolwer aan die heup en 'n swaarkaliber geweer oor die skouer gegooi nie. 'n Veldwagtersreservis is 'n pligsgetroue, toegewyde vrywilliger wat gewillig is om uit te gaan en te gaan doen wat van so 'n persoon verwag word: die behoud en beskerming van fauna en flora wat nie 'n stem het om hulself te kan beskerm nie. Hande arbeid en die bereidwilligheid om te leer rond hierdie toegewyde betrokkenheid van 'n individu se onselfsugtige bydrae af.


Verskeie posisies vir permanente aanstelling in die nabye toekoms is beskikbaar by ons. Ons is veral op soek na dienende of afgetrede polisie reserviste, afgetrede veldwagters, instrukteurs, provinsiale hoofveldwagters reserviste, distrikshoofveldwagters, webblad ontwikkelaars en -onderhouers, taalversorgingspesialiste en vertalers, navorsers, merkers van modulêre werksopdragte, koördineerders, beleidsopstellers, skakelbeamptes, organiseerders en ledewerwers.

Persone met joernalistieke agtergrond word benodig vir die kwartaallikse uitgawe van 'n koerantjie as mondstuk vir al die lede en die publiek.

This entity was founded by three members who took it upon themselves to train, in their free time, interested people who wants to contribute to nature conservation and protectionism.


Training comes out of experience, packeted in modular assignments, and is for free.












INTRODUCTION

As a supporting organisation, the NATURE CONSERVATION VOLUNTEER FIELD RANGER RESERVE FORCE of the Republic of South Africa consists of volunteer members that acts as VOLUNTEER FIELD RANGER RESERVE FORCE members (Field Ranger Reservists).


The NATURE CONSERVATION VOLUNTEER FIELD RANGER RESERVE FORCE is registered with the relevant South African authorities as a Non Profit Company. 


The current life-long members are:

Gawie (Matsoemie) van Deventer (Founder member and current National Head Reservist),

Calvin Mugavhela (Founder member and Chief Executive Officer) and

Godfrey Moshoette (Founder member and Chief Operations Officer).


In South Africa, as all over the world, there are plenty area (or Biome) based or national driven organisations, projects, rallies or campaigns that fights for the preservation of our natural resources.

 For example we have:

WESSA, Cape Leopard Trust, Birdlife SA, Cheetah Outreach, Wild Orchards Southern Africa, Project Wildlife in KZN, Mabula Ground Hornbill Conservation Project, the Anti Poaching Unit, Project Rhino,  etcetera, etcetera.


Countless South African citizens, who does excellent conservation work, belongs to these dedicated and anti poaching driven conservation institutions with one common goal in mind: Saving our natural resources and heritage for our future generations. Then there are countless other people out there who also wants to get involved in some other way with nature conservation and protectionism.


Here is an opportunity for all of those individuals to become involved as a FIELD RANGER RESERVIST.


The aim of the NATURE CONSERVATION VOLUNTEER FIELD RANGER RESERVE FORCE is to unite members of these, and other caring individuals and organisations, under one umbrella, taken in consideration their diverse aims, missions and visions (uniting them in the sense of uniformity in dress code, arresting and investigative powers, national pride and the feeling of belonging to an organisation that are legally backed by the powers of the relevant South African governmental laws, institutions and forces).

These members or RESERVISTS must know they have status as peace officers, have arresting and investigative powers, can receive advise and training, or gave that to individuals or communities, have an appointment certificate, can undertake community upliftment or nature conservation related  initiatives out of their own without waiting for approval of some kind or the upcoming of some governmental or corporate rally, campaign or project.


2. Who is a reservist?


A RESERVIST is a person appointed by the National Head Reservist of the NATURE CONSERVATION VOLUNTEER FIELD RANGER RESERVE FORCE as a member to render services as a volunteer in support of NATURE CONSERVATION, or any other community upliftment activities.

There will be NO categories of VOLUNTEER FIELD RANGER RESERVISTS.


3. Abbreviated objectives:


To maintain close contact with nature conservation management and staff

To identify projects to become involved in order to assist conservancies or communities

To assist in the maintenance and improve conservancies' field and domestic infrastructure

To raise funds or sponsorships to ensure completion of any identified project, rally or campaign

To be recognised by the South African National Parks Board and the South African community as valuable contributors towards the success of conserving our natural resources and heritage and uplifting the social welfare of the communities they serve in.


4.Why call it a FORCE?


Many of the duties required implies monitoring and implementation of various South African laws.

A force is a team of members which are strongly united in their common goals, and cannot be ignored by  poachers or criminals.

RESERVISTS, as force multipliers, can play a critical role in assisting with nature conservation, the South African Police Service in their duties and the upliftment of  their communities. The future role of a RESERVIST FIELD RANGER can never be under estimated!


There is a chronic human resource under sourcing which does have a negative impact on crime related to nature, which in turn has a negative impact on tourism and wildlife resources in our national heritage zones. Hence the reference to FORCE MULTIPLYING. While real field rangers can continue with other more important duties, RESERVISTS can for instance, assist with the maintenance of field and domestic infrastructure.

Unity in a force brings about respect from the community. As a FIELD RANGER RESERVIST the community will respect the individual, or a team (a force) as a whole.


5. Is their military or any other force rankings involved?


No. A reserve force member will be called or being addressed as an Field Ranger. There will be various HEAD RESERVISTS in a province reporting to the PROVINCIAL HEAD RESERVISTS who again will report to the NATIONAL HEAD RESERVIST .


6. Why call the members FIELD RANGER RESERVISTS?


As the name indicates: working on ground level, i.e. in the FIELD where it is required. Rangers protect, communicate, report and play a critical role in nature conservation on grassroot level.


7. Do RESERVISTS get paid?


NO. The attention of prospective reservists must be drawn to the fact that their services are voluntary duties, without any remuneration, and that their position as a reservist does not ensure that they will be appointed if they should apply for a permanent position in any of the role-players involved with the NATURE CONSERVATION  VOLUNTEER FIELD RANGER RESERVE FORCE.

 If, however, a department or corporate entity can allocate some amounts of stipends, food and drink rations, or pay for the volunteers uniform, assist them with transport, or share the sponsorship with another business entity, it will be highly appreciated.

Lastly: this organisation is a registered Non Profit Company entity.



8. Conditions of becoming a volunteer RESERVIST


 A RESERVIST must ensure own medical insurance,disability or life cover (and ensure these service providers knows their status as RESERVIST by informing them with that information):

- If a reservist is injured and is medically unfit for any duty owing to an illness resulting from duty as a RESERVIST and, as a consequence suffers a loss of income, in order to be compensated,

- If a reservist is killed on duty as a RESERVIST, or as a result of his or her duty as a RESERVIST, so that his or her spouse can qualify for the payment of a death grant,


If a reservist dies whilst performing his or her duty or as a result of an injury or illness resulting from duty, reasonable contribution towards costs for a funeral will be paid out of NCVFRRF funds, if available.


9. What uniform will Field Ranger Reservists be wearing?


There is a dress code for male and female. Candidates need to forward their relevant clothing, feet and head gear sizes. The necessary insignia will be embroided on their shirts. Members will have to pay for their own uniform.

Uniforms and Appointment Certificates will be issued on a controlled basis and after the Reservist achieved certain levels of modular training and some policing related skills. Members will be taught in such a way that they understand their arresting and investigative powers and will be expected to work close with their local nature conservation departments, the South African Police Service and their local community police forums. RESERVISTS will be required to work many times on their own, but will be reporting to a District Head Reservist, whom in turn reports to a Provincial Head Reservist. The Provincial Head Reservists reports to the National Head Reservist.


10. Duties, internal training, skills development and self studying.


A Field Ranger Reservist must undergo continous self education and training.

A Field Ranger Reservist must also ensure that he or she receives in-service training to provide him or her with the key competencies and skills to ensure that they are developed in the field to safely and effectively perform his or her duties.


Internal training will also be conducted in the form of distance learning and scheduled contact sessions for practical aspects of the training programme will be planned for the future. The use of social media in respect of internal training will be introduced.

It is important that Field Ranger Reservists keep track (diary) of their duties and experiences in a pocket book, which are countersigned by a mentor,colleague  or supervisor once a member commences or finishes their respective duties, or own initiated duties.


Field Ranger Reservists will be trained, or do self training, in various law applying aspects. For instance, how to write an affidavit, to investigate cases, how to secure evidence, combat soil erosion, implement cultural heritage resources management in the field, etc. Where possible, drilling and physical training for those who wants to participate there in, will be offered in the future.


11. Who can join as Reservist?


Anybody: male or female, multi - racial and different cultures, background and religion from all the provinces of South Africa, as well as the disabled, all of whom has sound and good character.

Must be 18 years or older

Must be able to communicate in English.

There will be no physical selections.

Skilled persons will be appreciated.

No criminal record or any criminal or departmental cases pending against him or her (all criminal or departmental cases must be declared).

The Grey Go-away-bird (Corythaixoides concolor), also known as the grey loerie (lourie), in Afrikaans as Kwêvoël, Zulu as umKlewu ; Nkwe [Kwangali]; Mokowe [North Sotho]; Kuwe, Pfunye [Shona]; Umkluwe [Swazi]; Nkwenyana (generic term for lourie) [Tsonga]; Mokuê [Tswana]; Vale toerako [Dutch]; Touraco concolore [French]; Graulärmvogel [German], Mukuwe (Venda) and Turaco-cinzento [Portuguese]


It is a bold and common bird of the southern Afro tropics. They are present in arid to moist, open woodlands and thorn savannah, especially near surface water. They regularly form groups and parties that forage in tree tops, or dust bathe on the ground. Especially when disturbed, they make their presence known by their characteristically loud and nasal "kweh" or "go-way" calls, with the last syllable typically a descending drawl. Within range, their unique combination of appearance and habits precludes confusion with other bird species.


However, for the VOLUNTEER FIELD RANGER RESERVIST, this bird, sitting high up on maybe a buffalo thorn tree,  is on the lookout for poachers and people who wants to abuse our natural heritage. As the grey loerie calls out, "We see you! Go away!", you, the RESERVIST will go and inspect, through patrols and dedicated assistance, and chase these trespassers away, or arrest them.


13.Medals and awards:


Badges, buttons, medals or certificates for meritorious services may be issued to a Field Ranger Reservist in recognition of exceptional services rendered.


We have the planning,  performance control and feedback infrastructure to interact WITH corporate citizens and national government
to initiate much needed  small, medium and long term rallies, projects and campaigns,
whether small  or large,
that has  an IMPACT on the immediate communities  of  corporate citizens
and  that of our youth.
